Personally I use this layout from kde 2, I find it quit usable and not 
windows-like (I must remember that windows uses the same panel size only 
at bottom and without applets, only menu,taskbar, systray with 
integrated clock and a few launchers,removed by default by XP)

Yes date wastes a lot of space in this way, and only plain or digital 
clock are usable

I agree with this point, today the lowest res is 1024x768, is quite 
common, I use it even on my 19" CRT(a bad CRT :-O ) and looks good

Why not propose a couple of layouts with kpersonalizer, for example with 
tiny bar on top and a medium sized child panel with taskbar pager and 
other applets?
