In Microsoft Windows, setting the time is a privileged operation, 
which is owned by the Administrators group by default, and is 
sometimes granted to the Power Users group as well (if there is 
no time server in a corporate environment). The correct system 
time is essential for Windows authentication, which is a 
Kerberos variant.

In Unix, setting the time is typically privileged, and limited to 
root. Not having the correct time will break NIS+, and probably 
all variants of SSL (including LDAP over SSL, which provides 
login data) as well.

Setting the time zone is usually not critical, as this determines 
only how the UNIX time_t is being display edited.
