As James says, it appears to be under redevelopment.

But you say you are using kde3.1 beta2? Well image backgrounds *DO* work for 
that but I dont think it uses kdmdesktop anymore. I think it just runs the 
krootimage utility from kdm but am not sure as an app to set bg does not 
need to hang around; it can just be called when a change is wanted.

Anyhow try running it manually.
