This exists, it's called the X Resize and Rotate extension:

It isn't even supported by the mainstream Xfree86 server yet, just one of 
the xfree86 testing servers (kdrive / tinyX).

The X guys tell me they might get it into the main server for the next 
release. I'm working on KDE support for it.
