Usually, the translation of .desktop files was done by whoever translated
the software which brought the .desktop files along. For example, in KDE,
.desktop file translations are extracted from desktop_*.po files, and
shipped with every KDE release.
So, in which sense exactly do you mean translate/repair?
(What we had so far were people asking how to check in action their
translations from desktop_*.po files on system KDE installation, without
having to install the KDE from sources.)

As far as I can see, the Theme Manager is translated into Hungarian
(kdebase/kthememanager.po), which anyway keeps up rather complete GUI
translation.
If you are referring to the theme names in the list, they are indeed not
showing up translated, wouldn't know why...
