FAQ is defined in user.entites in kdelibs. You can have a translated version 
in home/kde/trunk/KDE/kdelibs/kdoctools/customization/xx/user.entities 
which then when kdelibs gets installed will be copied to 
/usr/share/apps/ksgmltools2/customization/xx/user.entities
where xx is your language code. To be able to produce the docbooks you can 
just manually copy your user.entities to the appropriate place

In the directory l10n to get the docbook for say kmail run the command
./scripts/update_xml xx kmail
where xx is your language code
