Disclaimer: I am not maintaining any project inside KDE cvs at the moment so 
this is an outsider's point of view.

I think, now that the kdeedu module exists, continuity and quality is 
important.

So I'd suggest the following procedure:
1) import new projects into kdenonbeta
2) maintain and develop there
3) apply for kdeedu
4) the application is reviewed by KDE edu people, i18n people, KDE core people
5) discussion with maintainer on IRC or kde-edu-devel
if (4) and (5) are postitive move into kdeedu
if not continue at (2)

A similar procedure is used for kdegames and even people like Rop Kaper and 
Neil Steven, who I consider both to be core developers, don't import to 
kdegames directly.
