Since this got crossposted to kde@kde.org as well an I saw it there first, I 
replied with a link to the base dir spec in my answer to this other list :(

I don't know any details about the KStandardDirs internals, but if it is of 
any help I did an implementation for the XDG base dir spec for Akonadi 
(kdepim/akonadi/libakonadi/xdgbasedirs.h/.cpp)
