besides what others have said, the "proper" places are ~/.config and ~/.local.  
would've been nice to have made that transition for kde4, getting rid of 
$KDEHOME as we know it, splitting out the config from the app data from tmp 
stuff (mostly this would mean reworking KStandardDirs) but it's a wee bit 
late at this point in the game imho.
