This looks like a reasonable setting if you prefer spaces over tabs but don't 
want to override existing tabs:

// kate: space-indent on; indent-width 4; replace-tabs off;

It does not appear that these work within embedded kate in KDevelop.  I put 
the following at the top of a .desktop file

# kate: encoding utf-8;

and when I open the file from File Selector, it mangles the encoding.
