My personal desktop usually is not visible, because overlapped by a lot of 
open apps - so adding icons to the desktop is not a good option.
And also, when you insert a CD, this is normally a temporary action, so why 
would you like to have icons on the desktop, which normally should remain 
there?

I also hate those popups, but: When inserting a CD, you do something where you 
want the system to react in a special way.
The autorun dialog will appear immediately after closing the CD tray - not 
somewhere in time unexpectetly.
