Starting with today, I see the same problem. Only kdesktop stays below the 
logout widget. This clearly has to do with the full screen handling in kwin. 
The logout widget is shown as independent fullscreen window. When another 
window gets activated (like the logout dialog), it's lowered.

I'll fix it - somehow.
