Have a look at http://www.webmin.com/webmin/ - this is a web based
administration suite for Linux/Unix which takes a big leap in that
direction.

True to a certain extent. In practice a lot of organisations call upon an
'expert' to do things anyway. So maybe it's a matter of having an ample
supply of 'experts'?
Personally, I *like* being a UNIX freak in the Win95/NT world - not for
the odd looks you get, but for the money you can make :-) - if
*everybody* could handle UNIX, I'd be out of business...
