This probably isn't strictly and unqualifiably true - a lot of tasks can be done
by scripting on NT (Perl for NT e.g runs nicely on my office machine) and NT
actually exposes quite a lot of stuff to the command line.
I've never had to do user admin on NT (and I'm quite glad because I would have
to learn!) but the NT way of doing things seems to be to have command line
options available if you can find them. This is certainly true of the
environment, where you can use a GUI or a script. This means for instance that
if you want to track how a server runs under different environments you can
write a script to set the environment, hup the server and run a test then change
the environment etc.
However Linux is still infinitely more stable (and easier to trace down problems
because you have access to the kernel) and more efficient in terms of hardware
use (better memory management and the ability to build a kernel to suit).
It's more the case that if GUI front ends were available for Linux admin NT
would have nothing left to claim over Linux, even though I think the advantage
has been overstated by Micropore. (Who do you want looking after one of the most
critical points of failure in _your_ organisation?)

Sorry - less than two cents worth in a quarters worth of words. That's me all
over.
