Actually we get about each week a "real great proposal" for something really
ambituous from people who want to _coordinate_ the development of some
project or the other and look for coders.

The idea is to collect these ideas on a web-page so that people who are 
indeed interested can get in touch which each other. It is really nice
to see people coming up with good ideas how to improve KDE, but one can 
not expect any commitment from the side of KDE until a reasonable working
framework has been delivered. 

KDE can provide you with a mailinglist to support your development, possibly
some space on one of our web-sites and maybe a module in the CVS repository.
