Have you tried 

./configure --prefix=/var/tmp/whatever

I have KDE installed at work where I most certainly DON'T have root
access.  I just do a './configure --prefix=/home/kgranrot/opt/kde'
and everthing gets put in my own dir with my own permissions.  No
problems.
