This can be challenging - I am learning as I go that it is a matter of
detective work and documentation reading.

One important point - it seems that the file is double packed - a tar file
inside a tar file.  For instance, toolbars come as a file conaining 3 things:
signature, md5sum and a tarfile with the actual goods in it.  if this is a
toolbar, it is loaded thru Quanta - Toolbars -> Load Toolbars -> Load Local
Toolbars - it can handle the tgz file which contains a toolbar definition and
an action file.

Which and what kind of resource is it?  Post that and somebody should be able
to recite the exact steps to use.
