Andras could answer better than me. In the past KDE KIO had problems with FTP 
servers taking too long to handshake but that's supposed to be cleared up. I 
can imagine several possible reasons why local FTP might possibly have 
problems, but clearly it is a local issue. I'm not even sure how it might 
handle accounts.

I'm curious why anybody would want to use ftp on a local server as it's less 
than efficient, not to mention other concerns with FTP. For my local server 
setup I simply host my projects on the Apache server and link them into my 
home directory. I grant myself ownership and rights to the web server group. 
This enables project preview and direct access using the more efficient and 
secure internal file protocol.

Remotely you might be interested in the fish protocol with uses ssh/scp for 
secure access. Using ssh-keygen you can create passwordless access to remote 
sites where they behave like your local file system in KDE while still being 
encrypted over the net.
