If you are compiling Quanta only to get Kommander, etc..., it is much
better to use Mandrake tools to install the applications instead.

Use urpmi. You may have to configure it first, so it can find the main
repository.

then, install the necessary packages.

Compiling from source is much harder. To start, you will have to
download all the devel packages needed. To have an idea of what is
required to compile KDE from source, check the "single module strategy"
on http://quality.kde.org/develop/cvsguide/buildstep.php
