Kate's bidi support is not good in KDE 3.x. It is supposed to be
rewritten and make it really work in KDE 4, because Qt 4 has much
better bidi support. Actually this is the only reason why you have
KEdit in KDE, as that editor supports bidi. Kate/Quanta/KWrite uses the
same Katepart editor.
