You could install compat-usrmerge-tools manually and remove the early
exit for overlayfs from /usr/libexec/convertfs. Call that script to see
whether the fallback to unsafe rename works there. No idea if that can
work at all, so no promises.
Not sure how sensible TW on overlayfs is anyway. Over time I suppose
there's nothing left that's actually used from the lower layer.
