I'm beginning to think this is a grub2 / kernel issue. I have found several 
issues recommending adding the following to the kernel command line:

   acpi_backlight=vendor

In 13.1, can I still just press 'e' and edit the grub2 boot line? I'll try. If 
there is another way, let me know. Thanks.
