I think the problem is 13.1 does not have:
xorg-x11-driver-video-radeonhd-1.3.0_20100512_80ba041-44.2.x86_64
There is no radeonhd driver to be found in the standard repos? In 11.4 the
following were installed:
xorg-x11-driver-input-7.6-144.1.x86_64
xorg-x11-driver-video-7.6-262.1.x86_64
xorg-x11-driver-video-intel-legacy-2.9.1-32.1.x86_64
xorg-x11-driver-video-nouveau-0.0.16_20110720_b806e3f-31.2.x86_64
xorg-x11-driver-video-radeonhd-1.3.0_20100512_80ba041-44.2.x86_64
The Archlinux wiki seems to have sorted out several approaches:

Since acpi works fine on my box, it looks like I can specify a custom Devices
section in 50-device.conf to try and address the problem.
Why is there no radeonhd driver for 13.1?
