The Gnome Unicode character map lists
U+210E PLANCK CONSTANT
U+210F PLANCK CONSTANT OVER TWO PI
in the "Letterlike Symbols" Unicode block.
The second (which is the one you want) appears to be in the 'Open
Symbol' and the 'Star Symbol' fonts that come with OpenOffice (but not
the 'Standard Symbol L' font.
You can access the symbols through the Insert > Special Character
dialog. You can also drag (or copy/paste) the character out of the
Gnome utility right into your document.
