try settings->configure kate->Open/Save->Modes and Filetypes
there you can add custom modelines per filetype in the 'variables' field;

the indentation scripts are in part/script/data/indentation in Kate's
source. There's no configuration interface for them. Try to upgrade to
the current version of Kate - a lot has been fixed/ improved since
3.8.
