While such window has the keyboard focus the global shortcuts such as
alt+tab or alt+f2 (krunner) or anything you configured in "kcmshell4
keys" are supposed to NOT cause anything. This is to allow passsing
such shortcuts to the client, eg. a virtual machine or emulator which
functionally relies on such shortcuts which would otherwise be taken
by the hosting system (KDE)
If this is what you observer, everything is ok.

This rule is supposed to keep compositing deactivated as long as any
client to which it applies is present. Yes. Since there's only on
(global) compositor, this has a "global" impact. (Ratio are
applications with high or conflicting resource demand like games or in
case the secondary usage of OpenGL makes your driver crash)
