When I change the proxy settings in the configuration module of kcontrol, 
or in the konqueror settings window the running konqueror windows still
use the old proxy settings.
I have to start a new konq to get it to work.

When using kbuildsycoca after manually editing the proxy settings rc file
konq also did not update the settings; I think this means that konq fails
to listen to this change.
