it might be too late for 1.6, but : isn't koffice/plugins the right place for 
those plugins ? Then packager would create a koffice-plugins, which might 
depend on other applications. But that said, of course, for mailmerge, a 
virtual interface is the way to go, but I am not sure writing a virtual 
interface will allways be the best solution.
