KWord knows about pages too. And OO knows about text frames too.
I see nothing that prevents using the same *file format*. Note that
file format doesn't mean that both programs have to be designed the same
way, nor work the same way. It's "just" a matter of modelling the saved data
the same way.

And my goal is to find a way to unite all this into a single file format.
Please voice any such "differences" you may find after reading the
description of both file formats - I'm sure it can all be solved in due course.
