The most important part is integration with other koffice components.
This is usually at the "document embedding" level, hence the previous
policy of "document creation". However there are other ways to integrate
with koffice components:
- - the thesaurus application integrates by providing plugins to text processing apps (kword/kpresenter)
- - kexi integrates by providing a flexible data source for kword mailmerge
(and I believe there are plans for other kinds of integration, 
like kspread's DB connectivity stuff etc.)
etc.

A personal finance application doesn't seem to have anything to do
with the rest of an office suite, so I see no particular reason for one
to be part of koffice. This doesn't mean I wouldn't be happy with
such an app in a KDE CVS module, though.
