IMHO there is no common concept / behaiour between graphics applications.
So there is nothing to copy.
There is however, the need for _a_ graphic application to look and behave
like other _Office applications_, i.e. to the applications the graphic
application is "´bundled with".

If I wanted to judge purely be functionality instead of by style guid
compliancy, the possible alternatives are much more, and Karbon wasn't by
far the first choice.

It is easier to use what is already there. It is more known, so it is more
useable.
You have to have a really good reason to introduce a new GUI concept, and
you hae to be really good at marketing it, so that it become a new standard
component.
I don't think dockers are good enough for that.
