KOffice is being released separately from KDE. So effectively KDE 3.1.4 do not
include any KOffice.
However, I do not know Debian, so I cannot help you. I do not know if packages
of KOffice 1.2.1 or KOffice 1.3 RC1 exist for Debian. (As far as I have
understood Debian's philosophy, they might be in "testing" or in "unstable".)
You might ask on a Debian user mailing list or forum about how to get a
working set of KDE and KOffice.
