Well, the idea is that "Create Document from Template" is at the same place
in all KOffice applications, currently...

In MSWord the room for headers/footers always exists. In KWord when you ask for
a header it makes room for it, so it resizes the main frame. Since it modifies the document,
it can't be put in View.
Insert would be a solution, possibly, althought not very suited for a toggle action.

We have "Table Styles" there - shouldn't one be able to edit them even without 
selecting a table?
I see your point for submenus though (Row, Column, Cell...)

The order here, in the current menu, comes from the order of the key bindings (F2->F5)
(which have been chosen to match KPresenter, partly).

KWFrameLayout is already complex enough as it is, IMHO ;)
Fonts and margins are easily controlled via styles.
