Forget about newsgroups! You will not find right answer at such place.
If you are interested *how* web pages should be designed - subscribe to 
<www-style> mailing list at W3C.

As about HTML:
There is no such thing as HTML anymore. 
All work on HTML has been stopped. 
Current standards in development are XHTML 1.x, may be 2.0 also found some 
ground, XHTML Moduler, etc.
If you need really *portable* approach, without bloat - go to XHTML Basic.
You will be surprised how elegant your code can be if you use XHTML Basic.

As about CSS:
Forget about CSS 1.0 and CSS 2.0.
Current recomemndation is to go directly to CSS 2.1, which fixes some bugs in 
previous specs, still remaining (mostly) compatible with CSS 2.0
