I'm not going to spend a lot of time answering this, but basically:

1) You don't seem to understand how the DELE command works.
2) There is a way to determine if a message on the pop server has already 
been downloaded but it's not  an official part of POP3, it's a nonstandard 
extension made by a particular POP3 server vendor.

How does Outllok allow you to delete a message with out downloading it? How 
does the user interface work. How do you instruct outlook to "delete this 
messages from the server".
