FWIW, I would try to organize filters in a tree hierarchy. Child filters are 
processed only when their parent folder do match.

Then, create a new filter rule "incoming account". This could be attached to 
the nodes in the upper levels. Using the existing filter rule logic it's 
possible to filter for one account or for many accounts (match any ...).

The GUI should allow DnD (move and copy) of filters inside the tree. As the 
filter dialog is anyway worth a redesign, such a change would fit well into 
one of the next releases - given that the majority of the developers 
supports such a change.
