Please note that there was nothing changed in the SMTP code since at 
least KDE 2.2.0 (actually there weren't any changes at least since end 
of June). So if it worked with KMail 1.3 it should also work without 
any problems with KMail 1.3.1. If it doesn't work there is either 
something else malconfigured on your system (but as Netscape works 
that's unlikely) or you forgot to upgrade all necessary packages 
(kdelibs and kdebase) or the Mandrake RPMs are broken.

I hope you also installed the version 2.2.1-* RPMs of kdelibs.
