Had the same problem (RH6.0, kde 1.1.1-1, kpackage 1.3 tarball).  The
docs say that both zlib and zlib-devel packages are required (among
others); I didn't have zlib-devel aboard, so I installed it from the
CDROM (I also installed the qt-devel package but, on reflection,
probably unnecessarily).  Whatever, all that got rid of the ./configure
complaints about RPM support. So far so good.  

But then the ensuing compile canned out with multiple error messages
pointing to popt components.  So I installed the popt-1.3-1 package
from the CDROM and started over.  This time the make install worked.

Please don't ask me _why_ it worked because these things are an
impenetrable mystery to me and I was just fumbling around in the dark,
the cryptic documentary guidance and even more cryptic error messages
notwithstanding!  Guessing, truth be known. But work it did. The
kpackage 1.3 installed as it should, and now performs as advertised.
