Wrong; packaging is essential and the major problem for Linux
acceptance
in general.

this is an issue to take up with RH, who is responsible for packaging
KDE as 
they see fit for their distro. if they are doing a poor job of it,
then their 
users should demand better. unfortunately there really isn't much that
the 
KDE project iself can do to make this better.
