A begginer in KDE doesn't know which icons are part of Konqueror naviation and
which ones are part of the Kpart.

IMHO all of them are needed. If I'm looking for info in Google and open a PDF
I'd like to have the option of pressing "Back" (navigation) and go back to
Google, but I need too the posibility of navigate into the PDF, so the "back"
and "forward" kpdf buttons must be present.

Yes, exactly: different possition. The actions buttons for the Kpart should be
INSIDE the tab so the user can know by intuition which buttons belong to the
navigation and which ones to the embebbed application.

Sincerely, I can't understand why you still insist on keeping the actual
toolbars model. You have given no reasons to justify it.

I have read many cases of people complaining about the confusion with the
toolbars, and you are the only person I know who insists in the actual
model. ;)

Please, open this link:
  http://konqueror4.linuxdevel.net/
and press in the PDF tab, and after that tell me if you think that this
toolbar model is more or less intuitive than the actual model.

Regards.
