This is a blunder. Look at kviewshell, they use the correct icons for their 
intra-page navigation. I've just reported this to the kpdf-devs 
(http://bugs.kde.org/show_bug.cgi?id=131561).

It's Good Enough(tm). Actually, the forward/back actions should be merged into 
konquerors (would be technically feasible), but given the way intra-page 
navigation is implemented for kpdf, it'd be nothing but a nuisance. Having 
them separate is the better choice.

I don't see how this is less confusing to a typical user. It's still the same 
icon and label, just different positions.
