I have a (humbly - LOL) better idea which may improve usability of
WhatsThis.  After pressing the WhatsThis button, the context-sensitive
tooltips that currently appear when clicked on the element should appear
when hovering them.  It saves clicks and improves discoverability.
Naturally they should appear in a way that they don't block the
underlying control, since we expect users to use the app while WhatsThis
is active.
