well, because this absolutely destroys the semantics of the system tray. it 
does, actually, have a fairly decently defined purpose in life. the fact that 
some apps abuse it does not change that, nor would removing the systray 
actually be an improvement due to the loss of expressivity it brings with it. 
mashing multiple concepts into a single area is rather confusing and 
generally frowned upon usability wise.
