Currently, the option is only in the context menu of the content area.

If a user lost the menubar, he will search for an option to get it back
somewhere around the menubar. If there is still a toolbar, he will
probably go for its context menu, maybe even the title bar. in both
rmbs, there is no item 'Show menubar'.
