Right, the index.html can be a local file, in a directory where your
folder properties are set to show html files instead of a directory
listing. (which is default IIRC)

The option that I would like to save is the 'view-> use index.html'. 
So its not completely irrelevant.  Its pretty hard to understand,
thats true.
On top of that is that this functionality is buggy, so we should
either fix it or remove it.
I agree with Ellen that removal would be a good idea.
