To a certain degree, yes. It's a bigger (psychological) hurdle to set up an 
autoconf/automake/c++ development environment than to fire up a text editor 
and hammer in some javascript.

Correct. They can't be removed and are installed from the very beginning on. 
So they get the same amount of testing coverage as built-in parts, and in 
fact, they appear to people like built-ins.

Well, it's been a human-machine-interface problem: Konqueror HEAD features a 
menu point "Configure plugins...", so removal/deactivation becomes possible.

Yet my point stays valid. Those plugins not installed along with the app by 
default will suffer sooner or later.
