Very nice idea IMHO!

But the very minimum might be one switchable option "Allow modifications / 
Freeze panel" in addition to panel menu.  In configurable mode panel might 
have, let's say, bright green (or whatever distinctive color)  line around 
it, just to remind that this should be temporary status just while 
modifications happen.
