 Not with themes. But make enough cursor themes authors add such cursor shape, 
and then there should be no problem if you patch the taskbar to use it.

 Well, not for me, at least. Although I can see it. Maybe it'd be even better 
if X automatically changed the normal arrow cursor to flipped shapes when 
near the bottom/right, this way there would be no such problem, and the 
solution wouldn't be just taskbar specific. But then you need to talk to 
different people.

 I can't, I have a menubar there. And I aim there first horizontally too.
