I found the only application I keep these tips on is the (java) IDE IntelliJ.
It uses 2 things to make it different;
it shows the tips below a progress bar (with a checkbox to keep open)
it _tells the user_ it shares tips on issues not before used.

The last point it even does with a nice repeating interval (we all want to see
tips repeated until we use, or at least try them).

So a blacklist of do-not-show-this-tip-again is needed for direct-accessible
feature (one menu entry or keyboard shortcut).  From the other tips the
non-blacklisted features will be repeated more often (every 5 times or so) for
some time until the user uses it, and it should be shown less and less over
time.

I'm afraid that fixing this takes quite some effort in creating an semi-intelligent
system.  It will really take some effort to do correctly!
