I kind of like the idea - but not the way it has been explained above.

If done right KControl would really only handle User specific configuration - 
so it wouldn't loose much features from what it does now.
But KAdmin should no way be an "only for severs" tool but the place where 
every computer user/admin (many users are their own admins anyway) manages 
their 'computer'.
So there would be kparts (yeah I agree some can't be done with KCModules) for 
kernel configuration, X setup, User Management (_only_ here), SAMBA/NFS 
Config and so on...

The important thing is that it should be part of KDE-  of every KDE install, 
not just for servers - we have to keep in mind that KDE supports other 
platforms than Linux here. But thats where external / Linux specific Kparts 
come in -> easily extendable.

The nice sideeffect that comes with this is that KControl will be more tidy 
and easily understandable by the 'average user'.
Some functionality unter "Internet & network" for example would make it into 
KAdmin. On the other hand there even are Modules under "Systemmanagement" 
that have to stay in KControl, like "Paths" (current) User config -> this 
could be made a but clearer then as well.

Overall a good idea, but please reconsider the "only for servers" approach and 
forget about integrating simplified system-management into KControl.
